Existing law creates the Grants Management Advisory Committee within the Department of Human Services. (NRS 232.383) Existing law requires the Advisory Committee to: (1) review requests received by the Department for awards of money; and (2) submit recommendations to the Director of the Department concerning each request for an award that the Advisory Committee believes should be granted. (NRS 232.385) Also, existing law prohibits an entity from receiving a grant if the entity employs a member of the Advisory Committee. (NRS 232.383) Section 1 of this bill eliminates this prohibition. Further, section 1 requires a member of the Advisory Committee who is affiliated with an entity that is related to a matter before the Advisory Committee to disclose his or her affiliation to the Advisory Committee and abstain from voting or otherwise participating in the matter.
