Existing law requires the Director of the Department of Public Safety to establish the Program for the Education of Motorcycle Riders. (NRS 486.372) Under the Program, the Director is required to approve courses of instruction related to the safe operation of motorcycles that are provided to certain eligible persons by certain public or private organizations. (NRS 486.372, 486.373, 486.374) Existing law requires the courses to be taught by licensed instructors and establishes requirements for a person to become licensed as an instructor for the Program. Specifically, existing law requires such a person to: (1) be at least 21 years old; (2) hold a motorcycle driver's license or a motorcycle endorsement to a driver's license issued by the Department; and (3) be certified as an instructor of motorcycle riders by a nationally recognized public or private organization which is approved by the Director. (NRS 486.375) This bill expands the eligibility requirements for a person to be licensed as an instructor for the Program by: (1) lowering the age requirement from 21 to 18 years old; and (2) expanding the jurisdictions from which a qualifying motorcycle driver's license or motorcycle endorsement to a driver's license may be issued to include any state or territory of the United States, or the District of Columbia.
