Existing law grants a governing body of a county or incorporated city all powers necessary and proper to address matters of local concern. (NRS 244.146, 268.0035) Sections 1 and 2 of this bill require each governing body of a county or incorporated city to adopt an ordinance requiring, with certain exceptions, the owner or operator of a kennel, an animal rescue organization or a commercial establishment engaged in the business of handling animals to complete a training course on handling animals prescribed by the governing body. Sections 1 and 2 also require the ordinance adopted by the governing body of the county or incorporated city to prescribe the manner in which a kennel, an animal rescue organization or a commercial establishment engaged in the business of handling animals: (1) completes the required training course on handling animals; and (2) renews the training biennially.
