The Governor's Office of Workforce Innovation was initially established in accordance with Executive Order 2016-08, which established the Office of Workforce Innovation (OWINN) within the Office of the Governor to provide continued alignment within the workforce ecosystem and create a seamless workforce system that helps job seekers access employment, education, training, and other supportive services. Sections 18-21 of Senate Bill 516, during the 2017 Legislative session, codified OWINN into Nevada Revised Statutes. Section 20 established the powers and duties of the Executive Director of OWINN. Sections 14, 20, and 23 moved responsibilities for the oversight of the state's statewide longitudinal data system linking data relating to early childhood education programs and K-12 public education with data relating to postsecondary education and the workforce in Nevada from the P-20 Workforce Advisory Council to the Executive Director of OWINN.
