Existing law provides for the development of emergency management plans by state and local governmental agencies. (NRS 414.040) Existing law also authorizes the development of a state emergency management plan. (NRS 414.060) Section 3 of this bill requires such emergency management plans to include certain provisions to ensure final decisions regarding emergency response planning and the allocation of resources in response to an emergency are not made by artificial intelligence. Section 2 of this bill defines “artificial intelligence” in the context of emergency management, and section 4 of this bill applies that definition to the existing provisions of law relating to emergency management. Section 5 of this bill prohibits a public utility from making a final decision regarding whether to reduce or shut down utility service in response to a disaster or emergency based solely on the use of artificial intelligence.
