Existing law: (1) requires the Human Resources Commission to adopt regulations for the certification of qualified persons for temporary service with this State; and (2) authorizes an agency to appoint persons temporarily for less than 160 cumulative hours, with certain exceptions, during any calendar year without regard to such regulations. (NRS 284.325) Section 1 of this bill establishes the Nevada State Service Corps as a program within the Department of Administration and requires the Department to: (1) develop and oversee the Nevada State Service Corps to provide for the placement and mentoring of recent graduates of the Nevada System of Higher Education for temporary service in certain positions with the Executive Department of the State Government; and (2) consult with the Nevada System of Higher Education to develop and oversee the Nevada State Service Corps. Section 1 requires the Department to: (1) recruit certain students to participate in the Nevada State Service Corps; (2) designate positions with the Executive Department of the State Government in which participants may provide temporary service; (3) match and place participants with those designated positions; (4) provide mentoring to the participants; and (5) promote the opportunities to participants for full-time employment with the Executive Department of the State Government. Section 1 further authorizes the Board of Regents of the University of Nevada to request that the Legislative Commission appoint a legislator to serve as an advisor to the participants, promote the benefits of state service and provide encouragement to the participants.
Section 2 of this bill provides that a position in the classified service with the Nevada State Service Corps may be filled by an appointing authority without competitive evaluation.
Section 3 of this bill provides that employment for temporary service with the Nevada State Service Corps is an exception to the limitation on the number of hours an agency may appoint a person for temporary service without regard to the regulations adopted by the Human Resources Commission.
