House Memorial 52 requests the Office of Superintendent of Insurance, in collaboration with the Health Care Authority, to establish a Health Insurance Premium Affordability Study Group. This initiative aims to address the challenges faced by New Mexico's working families and small employers regarding the rising costs of health insurance premiums. The study group will consist of diverse stakeholders, including representatives from small employers, the business community, the health insurance industry, and relevant state officials. The group is tasked with analyzing the primary drivers of premium changes, the impact of these changes on affordability, and exploring options to enhance market competitiveness while ensuring access to quality healthcare.
The study group will evaluate various factors contributing to premium increases, such as healthcare claims costs, administrative expenses, and state-imposed taxes. Additionally, it will assess the implications of rising premiums on small employers' ability to provide coverage and remain competitive in the labor market. The group is also expected to develop tools and best practices to assist legislators in understanding the effects of potential statutory changes on health insurance costs. A written report detailing the findings and recommendations is to be submitted to the Legislative Finance Committee and the Legislative Health and Human Services Committee by October 1, 2026.
