The proposed bill mandates that starting in the 2027-2028 school year, all school districts and charter schools in New Mexico must provide annual firearm safety training for students in grades six through twelve, with the option to include students in pre-kindergarten through fifth grade. The training must be developed or approved by the Public Education Department and the Department of Public Safety, ensuring it is age-appropriate and covers essential topics such as safe storage of firearms, school safety issues, and protocols for children and teenagers who encounter firearms. Importantly, the training must remain viewpoint-neutral regarding political and legal issues surrounding firearms and must not involve any live ammunition or firearms.

Additionally, the bill stipulates that if a private entity provides the firearm safety training, it must not include any branded content from commercial or nonprofit organizations. The training can be delivered in various formats, including classroom instruction, video presentations, or through physical and digital resources. Each school district and charter school is responsible for determining how to integrate this training into their academic calendar.
