The bill amends the Cannabis Regulation Act to strengthen regulations on the packaging and labeling of cannabis products, with a focus on preventing appeal to minors. It introduces a definition for "artificial color additive" and establishes strict guidelines for packaging, which must be resealable, child-resistant, and limited to black and white colors, with exceptions only for mandated warning statements and approved logos. The use of cartoons, imagery, or branding that resembles products marketed to minors is prohibited, as is any packaging that imitates candy or toy containers. Labels must not appeal to minors and must include essential product information such as net weight, ingredients, and warnings.

Additionally, the bill specifies that cannabis products containing artificial color additives not approved by the Cannabis Control Division will be deemed adulterated, ensuring product safety and integrity. It removes previous language regarding harmless coloring and sets limits on confectionery cannabis products containing alcohol or other non-nutritive substances. The bill also outlines penalties for violations related to artificial color additives and packaging requirements, holding licensees accountable for adulterated products, regardless of the producer. These provisions will take effect on January 1, 2027.
