House Memorial 43 requests the Legislative Education Study Committee and the Public Education Department to conduct a comprehensive study on the methodologies used to rank public school performance and growth in New Mexico and surrounding states, with a particular focus on the Lexile framework. The resolution highlights the inconsistencies in national rankings of public schools, which often do not account for factors such as poverty and language barriers that affect student performance. It argues that a more equitable and consistent approach to measuring educational outcomes could provide a clearer picture of New Mexico's educational achievements and challenges.
The study aims to collect and analyze Lexile scores from students across all school districts and charter schools in New Mexico, allowing for direct comparisons with peers in other states. It will also examine various educational metrics, including student achievement in mathematics and reading, dropout and graduation rates, funding levels, school safety indicators, class sizes, and instructor qualifications. The findings and recommendations from this study are to be presented to the New Mexico Legislative Council by November 1, 2026.
