This joint memorial requests that the Environmental Improvement Board and the Department of Environment provide a comprehensive report on the implementation of the Per- and Poly-Fluoroalkyl Substances Protection Act. The report will assess the effectiveness of the rules established under this act, which aims to phase out and prohibit products with intentionally added per- and polyfluoroalkyl substances (PFAS) due to their potential adverse health effects and environmental persistence. The memorial highlights the need for further studies on the health and environmental impacts of these substances and emphasizes the importance of consumer protection.

Additionally, the Department of Environment is tasked with evaluating the public health, environmental, and economic risks associated with exemptions in the Per- and Poly-Fluoroalkyl Substances Protection Act, particularly concerning fluoropolymers. The department is expected to provide recommendations to the legislature on whether these exemptions should be maintained, modified, or eliminated. Preliminary findings are to be presented to interim legislative committees by December 1, 2026, with a final report due to the governor and legislature by August 1, 2027.
