The proposed bill amends the Vital Statistics Act to establish new reporting and investigational requirements for sudden unexpected deaths of young individuals under the age of twenty. It mandates that certain types of deaths, including those due to cardiac arrhythmia in healthy young persons, unexplained natural deaths, and any infant deaths under one year, must be investigated through autopsies that include microscopic and toxicologic studies, as well as a review of immunization and medical records. These cases must be reported to the state registrar and the relevant case registry.

Additionally, the bill specifies that autopsies conducted under this new section must include a report detailing any immunizations given to the deceased within ninety days prior to their death. The legislation also defines the "sudden unexpected infant death and sudden death in the young case registry" as a national surveillance system managed by federal health agencies that collects data on such deaths in individuals under twenty.
