The MOU will be developed with the assistance of the Department of Information Technology and the Attorney General, and it will outline the specific data to be shared, the methods of sharing, security protocols, and compliance with relevant laws. A working group will be formed to create the MOU, which must be executed by October 15, 2026, and copies will be provided to various stakeholders by November 1, 2026.

Additionally, the bill includes an appropriation of $75,000 from the general fund to the Office of Child Advocate for the fiscal years 2026 and 2027. This funding is intended to support the technical services necessary for implementing the provisions of the act. Any unspent funds at the end of fiscal year 2027 will revert to the general fund.
