This bill amends the Lobbyist Regulation Act to require lobbyists and their employers to file a lobbying activity report that details their lobbying efforts on specific legislation. The report must include the legislation lobbied, the position taken by the lobbyist or employer (support, opposition, or other), and the name of the employer involved in the lobbying. Additionally, if lobbying occurs after a legislative session, a report must be filed before the governor acts on the legislation. The report is only required to be filed once per piece of legislation unless the position changes, and it must be submitted within 48 hours of the commencement of lobbying activities. Furthermore, the lobbying activity reported must be accessible on the legislature's website.
The bill also amends existing provisions regarding the preservation of registration and expenditure reports, now including lobbying activity reports. These reports must be archived and accessible on the secretary of state's lobbyist disclosure website for at least ten years. The amendment ensures that all reports are available in searchable and downloadable formats, enhancing public access to lobbying information. The effective date for these provisions is set for January 1, 2027.
