The bill establishes a two-year Universal Basic Income (UBI) pilot program administered by the Department of Health, aimed at evaluating the financial impact of providing a monthly income of $1,500 to pregnant individuals from pregnancy through the first year of their infant's life. The program will begin on July 1, 2026, and end on June 30, 2028, and will include a control group and a test group of participants who must be pregnant and have an income at or below 150% of the federal poverty level. Participants will also receive home visits from the Early Childhood Education and Care Department or an approved entity, and they will be required to complete surveys and attend prenatal care appointments.

Additionally, the bill appropriates $80 million from the general fund for the Department of Health to conduct the pilot program during fiscal years 2027 and 2028. Any unspent funds at the end of fiscal year 2028 will revert to the general fund. The Department of Health is required to report the findings of the program to the Legislative Education Study Committee by December 1, 2028.
