The bill proposes an appropriation of $130,000 from the general fund to the Department of Environment for the fiscal year 2027. The funds are designated for exploring opportunities to reduce pollution and save costs by diverting organic waste from the solid waste stream. Additionally, the Department is tasked with conducting a waste characterization study to evaluate the types and quantities of solid waste, organic waste, and composting feedstock generated and disposed of in New Mexico.

Furthermore, the Department of Environment is required to submit a report detailing its findings to the relevant legislative interim committee focused on environmental issues by June 30, 2027. Any unspent funds at the end of the fiscal year will revert back to the general fund.
