This bill amends various sections of the New Mexico law regarding law enforcement and public safety training by removing certain in-service training requirements for certified police officers and public safety telecommunicators. Specifically, it eliminates the requirement for annual in-service training on domestic abuse, child abuse, ensuring child safety upon arrest, missing persons and AMBER alerts, and crisis management for law enforcement officers. Instead, these topics will now be included solely in the curriculum of basic law enforcement training classes. Additionally, the bill introduces new language that specifies that a pre-recorded course on crisis management will not fulfill the basic training requirements.
Furthermore, the bill updates the terminology and structure of training requirements, such as changing references from "academy board" to "standards and training council" and clarifying the definition of "mental impairment." It also emphasizes the importance of developing comprehensive training programs in collaboration with various stakeholders, including law enforcement agencies and community organizations. The effective date for the provisions of this act is set for January 1, 2028.
