This bill establishes regulations regarding the installation and maintenance of nonfunctional turf on properties managed by the General Services Department and the Legislative Council Service. Beginning January 1, 2028, the installation of nonfunctional turf will be prohibited. Furthermore, starting January 1, 2033, only recycled or reclaimed water may be used for irrigating any existing nonfunctional turf, which must also be replaced with drought- or climate-resilient landscaping upon removal. Exceptions to these requirements include cemeteries and specific cases where replacing turf with mulch is deemed impractical.

To facilitate the implementation of these provisions, the General Services Department is tasked with establishing necessary programs and procedures, including a reimbursement process for the Legislative Council Service. The bill also includes an appropriation of $3.5 million from the general fund to support these initiatives in fiscal year 2027 and beyond, ensuring that any unspent funds do not revert to the general fund at the end of the fiscal year.
