This memorial requests the New Mexico Department of Transportation to conduct a study for establishing a rest stop and memorial at the entrance to the Trinity site near Bingham, New Mexico, in recognition of the upcoming eightieth anniversary of the first atomic weapon detonation on July 16, 2025. The memorial aims to honor the "downwinders," individuals from Socorro and Otero counties who were significantly affected by the detonation and have struggled for recognition of their sacrifices. Currently, there are no markers or plaques to inform travelers of the historical significance of the site, and the memorial seeks to address this oversight.
Additionally, the Department of Transportation is asked to consider the installation of a roadside informational plaque at the memorial site, in consultation with relevant stakeholders. A dedication ceremony is proposed for July 16, 2025, to honor the downwinders and invite surviving individuals and families impacted by the detonation, ensuring their contributions are formally recognized. The memorial also calls for copies of the resolution to be sent to the governor, the secretary of transportation, and the Tularosa Basin Downwinders Consortium.
