The bill establishes a centralized online enrollment hub at New Mexico State University for all public post-secondary educational institutions in the state. This hub will be managed by a chancellor appointed by the university's president and will provide various services, including marketing and recruiting, admissions support, faculty training, course quality review, and technology support. Additionally, the hub will create service-level agreements with each institution, outlining specific performance measures tailored to their needs. An annual report comparing actual performance to these measures will be submitted to the legislative finance committee.
To fund the establishment of this hub, the bill appropriates $40 million from the government results and opportunity program fund for expenditure during fiscal years 2026 through 2028. Any remaining funds at the end of fiscal year 2028 will revert to the general fund.
