This bill establishes a new special registration plate in New Mexico to support Make-A-Wish New Mexico, set to be issued starting January 1, 2026. Vehicle owners can apply for this plate for an additional fee of $30, which will also be required annually for renewal. The revenue generated from these fees will be allocated, with $12 retained by the department for manufacturing and issuing the plates, while $18 from the initial fee and the entire renewal fee will be appropriated to the Department of Health for programs related to children with life-threatening illnesses.

Additionally, the bill includes a provision that allows the department to cease the issuance of the special plates if, starting July 1, 2031, the number of plates issued and renewed falls below 50% of the average annual issuance from 2026 to 2031. This measure aims to ensure that the program remains viable and continues to support its intended cause effectively.
