The bill enacts a new section of the Construction Industries Licensing Act, requiring the Construction Industries Division of the Regulation and Licensing Department to develop standardized procedures and application templates for construction projects that require permits. These procedures must be publicly available online and include a uniform list of steps from permit request to project completion, as well as specific timelines for decisions on electronically submitted applications. If a decision is not made within the specified timeframes, the application will be automatically approved. Additionally, the bill limits the zoning authority of counties and municipalities over certain developments, specifically those involving fewer than 2,500 dwelling units.
Furthermore, the bill amends existing zoning laws to clarify that zoning authorities, including home rule municipalities, do not have authority over master plan developments of fewer than 2,500 dwelling units. It also establishes that zoning regulations must be determined through public hearings, with specific notice requirements for affected property owners. The effective date for the provisions of this act is set for July 1, 2025.
