The bill mandates that each local school board and charter school governing body implement a financial monitoring system to collect and analyze detailed data on operational and programmatic expenditures, as well as student demographics and performance outcomes. By June 30 of each school year, these entities are required to publish a financial monitoring report on their websites and submit the data to the Public Education Department. They may utilize commercial data analytics services to fulfill these requirements, with the associated costs included in their budgets.
Additionally, the Public Education Department is tasked with synthesizing the collected data to assess the impact of school spending on student achievement statewide. An annual return on investment report must be published by October 1 each year, detailing the correlation between educational expenditures and student success, along with recommendations for optimizing future spending. The bill also includes an appropriation of $10 million from the general fund for fiscal year 2026 to support compliance with these provisions, with any unspent funds reverting to the general fund at the end of the fiscal year.
