This bill seeks to enhance organ donation awareness and participation in New Mexico by requiring that various state application forms include a designated space for applicants to indicate their desire to make an anatomical gift. Specifically, it mandates that the Motor Vehicle Division of the Taxation and Revenue Department maintain a statewide donor registry that incorporates completed donor statements from applications for driver's licenses, public assistance benefits, concealed handgun licenses, and various professional licenses. By January 1, 2026, all relevant application forms must include a donor statement, which applicants can sign in the presence of a witness if they wish to become new donors.

Additionally, the bill amends existing laws to ensure that the donor status indicated on these applications is properly recorded and accessible to authorized personnel in hospitals or organ and tissue donor programs. It introduces new provisions across multiple licensing acts, including the Interior Designers Act and the Home Inspector Licensing Act, mandating that license application and renewal forms include a designated space for applicants to indicate their status as anatomical gift donors. The boards responsible for these licensing acts are required to submit completed forms to the Motor Vehicle Division for inclusion in the statewide donor registry, thereby streamlining the process of registering as an organ donor and promoting the importance of anatomical gifts across various professional fields.
