Additionally, the bill mandates that licensed health facilities and providers must present a "resource access offer" to patients seeking abortion services, detailing available support and services, while ensuring that participation in the program is voluntary and confidential. The Department of Health will monitor compliance with this requirement and report annually on the program's activities, including participant statistics and compliance outcomes. The provisions of the act will take effect in stages, with most becoming effective on July 1, 2025, and the resource access offer requirement starting on July 1, 2026.
