Specifically, it mandates that public post-secondary institutions make condoms available to all students at no cost, with the responsibility of determining the best distribution methods falling to institution administrators in consultation with student health centers. Condoms must be placed in safe and accessible locations, such as student health centers and restrooms.

Additionally, the bill requires local school boards and charter school governing bodies to adopt policies for making condoms available to high school students, also free of charge. Public school administrators, in consultation with school nurses, will decide on the most effective ways to distribute condoms, ensuring they are accessible in safe locations like the school nurse's office and restrooms.
