The bill mandates that all districts involved in regular local elections must create geographic information system (GIS) maps to define their boundaries. It requires these districts to collaborate with the Secretary of State and the Earth Data Analysis Center at the University of New Mexico to produce these maps. The districts are obligated to submit their GIS maps to the Secretary of State and the county commissioners of every county within their jurisdiction by March 1, 2027, and every ten years thereafter following the federal decennial census.

Additionally, the bill includes an appropriation of $200,000 from the general fund to the University of New Mexico's Board of Regents. This funding is designated for the Earth Data Analysis Center to assist districts in the creation of their GIS maps during fiscal year 2026 and subsequent years. Any unspent funds at the end of a fiscal year will not revert to the general fund, ensuring that the allocated resources remain available for this purpose.
