The bill mandates that all districts involved in regular local elections must create geographic information system (GIS) maps to define their boundaries. This process requires collaboration with the Secretary of State and the Earth Data Analysis Center at the University of New Mexico. Districts are required to submit these GIS maps to the Secretary of State and the county commissioners of every county within the district by March 1, 2027, and every ten years thereafter, following the federal decennial census.

Additionally, the bill includes an appropriation of $200,000 from the general fund to the University of New Mexico's Board of Regents. This funding is designated for the Earth Data Analysis Center to assist districts in the creation of their GIS maps, with any unspent funds at the end of the fiscal year not reverting to the general fund.
