The bill amends Section 2-5-4 of the New Mexico Statutes to enhance the responsibilities of the Legislative Finance Committee. It mandates the committee to not only review budgets and appropriations but also to identify state agencies that have not met established performance standards. In doing so, the committee is required to recommend budget reductions for those underperforming agencies.
Additionally, the bill introduces a new requirement for the Legislative Finance Committee to provide its budget recommendations to both the Senate Finance Committee and the House Appropriations and Finance Committee, as well as to any other members of the legislature who request it. It also specifies that a copy of these recommendations must be sent to the governor and the Department of Finance and Administration. The changes aim to improve accountability and ensure that state agencies are held to performance standards, thereby promoting more efficient use of state resources.
