The bill amends Section 2-5-4 of the NMSA 1978 to enhance the responsibilities of the Legislative Finance Committee. It mandates the committee to not only review budgets and appropriations requests but also to identify state agencies that have not met established performance standards. In doing so, the committee is required to recommend budget reductions for those underperforming agencies.

Additionally, the bill introduces a new requirement for the Legislative Finance Committee to provide its budget recommendations to both the Senate Finance Committee and the House Appropriations and Finance Committee, as well as to any other members of the legislature who request it.
