The bill amends Section 13-1-154.1 NMSA 1978 to increase the financial limits on contracts for procurement of architectural and engineering services and construction that state agencies and local public bodies can enter into. Specifically, it raises the total amount for multiple contracts and all renewals for a single contractor to seven million five hundred thousand dollars ($7,500,000) over four years, while a single contract, including renewals, is capped at two million dollars ($2,000,000). Additionally, it allows for multiple indefinite quantity construction contracts with a total limit of thirty million dollars ($30,000,000) over ten years, and individual purchase orders under these contracts may not exceed seven million dollars ($7,000,000).

Furthermore, the bill stipulates that contracts awarded to firms currently performing under existing contracts must not exceed fifteen million dollars ($15,000,000) for architectural or engineering services in any four-year period, or thirty million dollars ($30,000,000) for construction in any ten-year period. It also mandates that state agencies and local public bodies report annually to the legislative finance committee and quarterly to the purchasing division of the general services department regarding the aggregate amount of contracts for each contractor. The general services department is authorized to establish rules for reporting under this section.
