The bill amends the Liquor Control Act to permit individuals who are at least eighteen years old to deliver and stock packaged alcoholic beverages. Specifically, it allows minors aged eighteen and older to engage in the delivery of packaged alcoholic beverages to licensed establishments, as well as to stock such beverages. The bill also updates the language regarding the authority of the director of the alcoholic beverage control division to adopt rules that classify areas of licensed premises where minors may be present, including provisions for signage to inform the public about these areas.

Additionally, the bill modifies existing regulations concerning the employment of minors in establishments that sell alcoholic beverages. It allows licensed dispensers, restaurants, and clubs to employ individuals eighteen years and older to sell or serve alcoholic beverages in food-focused establishments, while maintaining restrictions on those under twenty-one from working as bartenders or deliverers. The amendments also clarify that minors can be employed by wholesalers to handle and deliver sealed packages of alcoholic beverages, as long as they do not sample the products.
