The "Crossover Youth Act" is designed to improve the welfare of children who are involved in both the child welfare and juvenile justice systems, known as "crossover youth." The Act establishes a new Crossover Youth Program within the department, appointing a program coordinator to facilitate collaboration among various divisions and agencies, collect data, and develop mandatory training materials focused on critical issues such as trauma, cultural humility, and maintaining family connections. It also mandates collaboration for effective case management and outlines the basic rights of crossover youth, including visitation rights for siblings and parents in legal custody. Additionally, the Act amends the Delinquency Act to include a clear definition of crossover youth, integrating this framework into existing law.

The bill further amends laws related to probation services, requiring notification of felony complaints to the children's court attorney and allowing for waivers of time limitations on adjudication under certain conditions. It introduces a provision for probation revocation proceedings, mandating a statement from the juvenile justice division regarding efforts made to assist the youth. To support the implementation of the Crossover Youth Program, the bill appropriates $100,000 from the general fund for the fiscal year 2026, with any unspent funds reverting to the general fund. This funding is intended to enhance resources and support for crossover youth as they navigate their probation requirements.
