This bill amends Section 13-1-154.1 of the New Mexico Statutes to increase the financial limits on contracts for the procurement of architectural and engineering services, as well as construction, by state agencies and local public bodies. Additionally, the maximum amount for a single contract is increased from $650,000 to $2,000,000 for architectural and engineering services, and from $4,000,000 to $7,000,000 for construction.
The bill also stipulates that state agencies and local public bodies must report annually to the legislative finance committee and quarterly to the purchasing division of the general services department regarding the aggregate amount of contracts for each contractor. This reporting requirement aims to enhance transparency and oversight of procurement activities. Overall, the changes are intended to provide greater flexibility and capacity for public bodies to engage in larger-scale projects while ensuring accountability in the procurement process.
