The bill establishes the "Bipartisan Blue Ribbon Behavioral Health Statutory Review Committee," which will operate until June 30, 2027. This committee will consist of subject matter experts appointed by the New Mexico legislative council, focusing on evaluating and enhancing behavioral health policies to better serve marginalized populations. It will also create a "Criminal Justice Policy Collaborative Task Force" to provide insights on criminal justice practices needing improvement. The committee is tasked with proposing statewide policies for trauma-informed treatment programs and developing recommendations for reforming New Mexico's behavioral health laws, with a report due by October 1, 2026.
Additionally, the bill appropriates $300,000 from the general fund for the legislative council service to support the committee's activities, including staff salaries and expenses for committee members. Members who are not public employees will receive per diem and mileage compensation as outlined in the Per Diem and Mileage Act. Any remaining funds at the end of fiscal year 2027 will revert to the general fund.
