The bill appropriates a total of $62 million from the general fund to the Office of the State Engineer for various water-related initiatives over the fiscal years 2026 through 2028. Specifically, $30 million is allocated for the Water Security Planning Act to provide grants to political subdivisions for regional water planning. Another $30 million is designated for compliance with the Water Data Act, aimed at improving business processes and information technology systems for better access to water data. Any unspent funds at the end of the respective fiscal years will revert to the general fund.
Additionally, the bill allocates $2 million for the enforcement of water rights along the Rio Grande, specifically to ensure compliance with New Mexico's water delivery obligations under the Rio Grande Compact. This funding will be used to promulgate rules and take necessary actions to uphold these rights from the Los Alamos highway bridge to the Elephant Butte reservoir, with any unspent balance reverting to the general fund at the end of fiscal year 2027.
