The bill establishes the "State Energy Advisory Board" within the Energy, Minerals and Natural Resources Department, consisting of eleven appointed industry experts. These members will represent various sectors, including renewable energy, energy efficiency, oil and gas, and environmental quality, among others. The board is tasked with providing expert input and advice to the secretary of energy, the governor, and relevant legislative committees on clean energy initiatives. It will convene at least twice a year, develop bylaws, and generate an annual report. Members will serve staggered four-year terms, with provisions for per diem and mileage for those not employed by the state.

Additionally, the bill appropriates $100,000 from the general fund for the fiscal year 2026 to support the establishment and functioning of the advisory board. Any unspent funds at the end of the fiscal year will revert to the general fund. This initiative aims to enhance the state's efforts in implementing and maintaining clean energy solutions.
