The bill establishes the "State Energy Advisory Board" within the Energy, Minerals and Natural Resources Department, consisting of eleven appointed industry experts. These members will represent various sectors, including renewable energy, building energy efficiency, oil and gas, and environmental quality, among others. The board is tasked with providing expert input and advice to the secretary of energy, the governor, and relevant legislative committees on clean energy implementation and maintenance. The board will meet at least twice a year and is responsible for generating an annual report, developing bylaws, and establishing subcommittees as needed.

Additionally, the bill appropriates $100,000 from the general fund for the fiscal year 2026 to support the creation and operation of the advisory board. Members who are not state employees will receive per diem and mileage compensation, but no additional allowances. The bill outlines the appointment process, term lengths for board members, and stipulates that any unspent funds at the end of the fiscal year will revert to the general fund.
