The bill mandates the Children, Youth and Families Department to conduct a comprehensive, multiyear performance audit of its programs by issuing a request for competitive sealed proposals to hire an independent expert. The request for proposals must outline the qualifications required for the performance auditor, the goals and objectives of the audit, and a detailed scope of work that includes evaluating the department's effectiveness, efficiency, and adherence to its mission. The audit will consist of three annual performance audits accompanied by six-month reviews of previously identified issues, as well as annual and semiannual reporting requirements.

Additionally, the bill stipulates that all proposals submitted will remain confidential until a contract is awarded. If any stage of the performance audit reveals the necessity for a special financial audit, the performance auditor is required to inform the secretary of the department, who must then collaborate with the state auditor. The department is also tasked with submitting annual performance audit and interim review reports to the governor and relevant legislative committees within fifteen days of receiving the auditor's findings, ensuring that no confidential client information is disclosed in these reports.
