This scope includes evaluating the department's effectiveness, efficiency, and adherence to its mission, as well as assessing management practices, human resources, and data utilization. The audit will consist of three annual performance audits accompanied by six-month reviews of identified issues, with the requirement for annual and semiannual reporting to the department.

Additionally, the bill stipulates that all proposals submitted for the audit will remain confidential until a contract is awarded. Should the performance audit reveal the necessity for a special financial audit, the auditor is required to inform the secretary of the department, who must then collaborate with the state auditor. Finally, the department is tasked with transmitting the performance audit and interim review reports to the governor and relevant legislative committees within fifteen days of their completion, ensuring that no confidential client information is disclosed in these reports.
