The bill amends the Telecommunications Access Act by changing the telecommunications relay service surcharge from a percentage of thirty-three hundredths percent on the gross amount paid on certain telecommunications bills to a fixed amount of fifty-one cents ($.51). This new surcharge will be imposed on various telecommunications services, including intrastate telecommunications services, interconnected voice over internet protocol services, and intrastate mobile telecommunications services. The bill outlines the responsibilities of telecommunications companies and sellers in collecting and remitting the surcharge to the taxation and revenue department, as well as the procedures for prepaid wireless communications services.
Additionally, the bill specifies that the taxation and revenue department will transfer the collected surcharge to the telecommunications access fund, deducting up to three percent for administrative costs. It also mandates an annual report to the revenue stabilization and tax policy committee detailing the revenue received, expenditures, and the fund's balance. The provisions of this act are set to take effect on July 1, 2025.
