This bill amends the Telecommunications Access Act by changing the telecommunications relay service surcharge from a percentage of thirty-three hundredths percent on the gross amount paid on certain telecommunications bills to a fixed amount of fifty-one cents ($.51). The new surcharge will apply to various telecommunications services, including intrastate telecommunications services, interconnected voice over internet protocol services, and intrastate mobile telecommunications services. The bill outlines the responsibilities of telecommunications companies and sellers in collecting and remitting the surcharge to the taxation and revenue department, as well as the procedures for prepaid wireless communications services.

Additionally, the bill includes provisions for the taxation and revenue department to transfer the collected surcharge to the telecommunications access fund, with a deduction of up to three percent for administrative costs. It mandates annual reporting to the revenue stabilization and tax policy committee regarding the revenue and expenditures of the telecommunications access fund. The effective date for the provisions of this act is set for July 1, 2025.
