This bill appropriates $200 million from the general fund to the Board of Finance Division of the Department of Finance and Administration. The funds are designated for providing zero-interest loans to political subdivisions in Chaves County that have been approved for federal public assistance funding. These loans are intended to support projects aimed at replacing or repairing public infrastructure that was damaged by flooding or debris flows, as well as projects focused on removing debris accumulations resulting from the storm event on October 19, 2024.
The bill stipulates that the loans will be reimbursable and requires a contract for reimbursement from the political subdivisions receiving the loans. This contract will mandate that the subdivisions repay the loans using federal funding received for the projects. Additionally, any unspent or unencumbered funds remaining at the end of fiscal year 2027 will revert back to the general fund.
