This bill enacts a new section of the Motor Vehicle Code to establish a "Lowrider Capital of the World" special registration plate for cars, trucks, motorcycles, and tow trailers in New Mexico. The plates will feature a logo developed in collaboration with the Espanola lowrider association and will be available for an initial fee of $50 for motor vehicles and tow trailers, and $40 for motorcycles, with annual renewal fees of $20. The revenue generated from these fees will be allocated to the division for the costs of issuing the plates and to the cultural affairs department for educational materials and museum exhibits related to lowrider history and culture.

Additionally, the bill includes provisions for monitoring the issuance of these special plates. Starting July 1, 2028, the division will compare the number of plates issued annually to a baseline average from fiscal years 2026 and 2027. If the number of plates issued falls below 50% of that average in any subsequent year, the division will cease issuing that category of lowrider plates. The effective date for the provisions of this act is set for July 1, 2025.
