The proposed legislation establishes the "Quality Foster Parent Recruitment and Retention Task Force," which will be convened and administered by the New Mexico Children, Youth and Families Department. The task force will consist of sixteen members appointed by various state leaders, including the governor, legislative leaders, and representatives from different stakeholder groups, such as foster families, juvenile justice, and the LGBTQ+ community. The task force is tasked with conducting research in collaboration with an institution of higher education, studying successful models from other states, and implementing innovative strategies to improve foster parent recruitment and retention.

The task force is required to complete its work by July 1, 2026, and submit a final report to the interim legislative health and human services committee, the interim legislative finance committee, and the governor by the same date. Public members of the task force will be compensated for their participation in accordance with the Per Diem and Mileage Act. This initiative aims to address the challenges within the foster care system and enhance the quality of care for children in need.
