The proposed legislation establishes the "Quality Foster Parent Recruitment and Retention Task Force," which will be convened and administered by the New Mexico Children, Youth and Families Department. This task force will consist of sixteen members, including appointments from various state leaders, representatives from service providers and foster families, a young person with experience in the foster care system, and members from diverse communities, including tribal and LGBTQ+ representatives. The task force is tasked with conducting research in collaboration with an institution of higher education and exploring successful models from other states to improve foster parent recruitment and retention.
The task force is required to be appointed by August 1, 2025, and must complete its work by July 1, 2026, culminating in a final report to be submitted to key legislative committees and the governor. Additionally, public members of the task force will be compensated for their participation in accordance with the Per Diem and Mileage Act. The overarching goal of the task force is to address and reform the current foster care system to better serve children in need.
