The bill establishes the "kinship caregiver support pilot program" within the Aging and Long-Term Services Department, aimed at supporting kinship caregivers—defined as grandparents, next-of-kin, or fictive kin who are raising children. The program will operate for three years across five to seven counties in New Mexico, serving up to fifty participants in each community. It seeks to improve the lives of children by connecting caregivers with economic support programs and necessary services, including legal assistance and public assistance resources.

To implement the pilot program, the department will develop eligibility criteria based on caregivers' household income and children's needs, coordinate access to various support services, and engage with community organizations for additional resources. The department is also tasked with creating a budget for staff salaries, legal assistance, and other administrative costs. By June 1, 2025, the department must adopt rules for the program and provide annual reports to the legislative finance committee assessing the program's impact and outcomes. The bill declares an emergency, allowing it to take effect immediately.
