This bill amends the existing law regarding the statewide assessment and accountability system in New Mexico's public schools. It requires the Public Education Department to publish the results of department-approved summative assessments in science, mathematics, and English language arts by September 1 each year. The publication must be in a user-friendly format and include proficiency rates for each tested subject and grade, reported at the statewide, district, and school levels. Additionally, the results must be disaggregated by specific student demographic data, including race, gender, ethnicity, tribal affiliation, socioeconomic status, and special education status.
The bill also includes provisions for the participation of all students in the academic assessment program, with standards for reasonable accommodations for students with disabilities and limited English proficiency. It allows students who are limited English proficient to take assessments in their primary language and establishes criteria for waivers from the English language reading assessment for students who have attended school in the U.S. for three consecutive years. The effective date for these provisions is set for July 1, 2025.
