The bill amends Section 66-3-424.40 NMSA 1978 to establish a "Look Twice for Motorcycles" special registration plate for both motor vehicles and motorcycles. The new provisions include the issuance of a standardized registration plate featuring a logo that promotes driver safety awareness and reminds drivers to look twice for motorcycles. The initial fee for the motor vehicle plate is set at $45, with a renewal fee of $15, while the motorcycle plate will cost $40 initially and $10 for renewals. The revenue generated from these fees will be allocated to the division for the costs of issuing the plates and to the motorcycle training fund for driver awareness education and motorcycle training.

Additionally, the bill introduces a mechanism for evaluating the issuance of these special plates. Starting July 1, 2026, the division will compare the number of new plates issued and renewals from the previous fiscal year to the average from fiscal years 2024 and 2025. If the number falls below 50% of that average, the division will cease issuing the special registration plates for either motor vehicles or motorcycles. The effective date for the provisions of this act is July 1, 2025.
