The bill amends the Mathematics and Science Education Act to enhance the quality of mathematics education in public schools. It establishes the Mathematics and Science Bureau within the Public Education Department, which will monitor the implementation of instructional materials, programs, and professional development in mathematics and science. School districts and charter schools are required to develop professional learning plans for mathematics, and the department will set minimum course requirements for various teaching licenses. Additionally, the bill mandates that mathematics coaches hold specialist endorsements and introduces a mathematics instructional leadership framework for public school administrators.

Starting in the 2026-2027 school year, public schools must adopt a mathematics interventions process that includes screening for students in kindergarten through fifth grade. If a student is identified as having characteristics of a math difficulty, parents must be notified within fifteen days, and the school must provide a mathematics improvement plan along with ongoing interventions. The bill also encourages early adoption of these frameworks and processes starting July 1, 2025, subject to funding availability.
