This bill amends the Oil and Gas Act to enhance environmental protections related to hydraulic fracturing operations. It introduces new definitions, including terms such as "base fluid," "direct vendor," "hydraulic fracturing fluid," and "per- or polyfluoroalkyl substance," among others. A significant provision prohibits operators from using hydraulic fracturing fluids, drilling fluids, proppants, or additives that contain intentionally added per- or polyfluoroalkyl substances in downhole operations. Additionally, operators are required to disclose detailed information about the chemicals used in their downhole operations, including the total volume of water and the specific chemical ingredients, before commencing any operations.

The bill also mandates that operators file a downhole chemical disclosure with the oil conservation division, which must include comprehensive details about the well, the chemicals used, and a certification that no undisclosed chemicals were utilized. If any changes occur in the disclosed information, operators must update the division within thirty days. The division is tasked with adopting rules to ensure compliance and public accessibility of these disclosures. The provisions of this act will take effect on July 1, 2025.
