The bill aims to enhance access to medication-assisted treatment (MAT) for minors suffering from substance use disorders in various state-operated or funded facilities, including inpatient and outpatient treatment centers, juvenile correction facilities, and juvenile detention facilities. It establishes that by the end of fiscal year 2026, these facilities cannot have policies that restrict the use of MAT for minors. Furthermore, starting July 1, 2026, any facility with such restrictions will be ineligible for Medicaid reimbursement for services provided to minors. The bill also mandates the health care authority to develop rules for MAT programs by December 1, 2025, and to report annually on the availability of MAT for minors.

Additionally, the bill creates the "evidence-based substance use disorder treatment for minors fund," which will be a nonreverting fund in the state treasury, consisting of appropriations, gifts, grants, and donations. The health care authority will administer this fund to support the establishment and operation of MAT programs for minors. By December 1, 2025, the health care authority is required to set rules for the disbursement of funds, including eligibility criteria for receiving financial assistance.
