The bill amends the Pharmacy Act to establish regulations for custodial care facilities regarding the acquisition and possession of controlled substances specifically for withdrawal management. It introduces a new section that allows licensed custodial care facilities, which provide medically monitored withdrawal management under the supervision of a consulting pharmacist and have nursing staff available 24/7, to acquire and maintain dangerous drugs, including controlled substances, in compliance with board rules.
Additionally, the bill defines "controlled substance" as any drug, substance, or immediate precursor listed in Schedules III and V of the Controlled Substances Act. The provisions of this act are set to take effect on January 1, 2026.
