The bill mandates that state educational institutions in New Mexico provide free menstrual products, specifically sanitary pads and tampons, in designated bathrooms. This includes all women's bathrooms, gender-neutral bathrooms, and at least one men's bathroom within each institution. The new legal language establishes this requirement as a section of Chapter 21, Article 1 of the New Mexico Statutes Annotated (NMSA) 1978.

Additionally, the bill appropriates $1,000,000 from the general fund to the higher education department for the fiscal year 2026. This funding is intended for the purchase and installation of menstrual product dispensers, as well as the distribution of menstrual products across state educational institutions, with allocations based on the proportion of female students. Any remaining funds at the end of the fiscal year will revert to the general fund.
