The Public Education Department is tasked with providing guidelines that outline minimum requirements for these policies, which must prohibit student use during instructional hours, allow for teacher discretion for educational purposes, and permit use in emergencies or for health management. Additionally, the policies must ensure student privacy, outline permissible use during non-instructional hours, and establish consequences for violations.

Furthermore, the bill requires that each school district or charter school hold at least one public meeting to gather community input on the proposed policy. It also stipulates that the policies must not restrict device use for medical necessities or accommodations for students with disabilities. After adoption, the policies must be published on the respective school websites, and districts are required to evaluate their effectiveness annually, reporting findings to the department. Training for teachers and staff on the policy's implementation is also mandated, with ongoing communication to students and parents at the start of each school year. The provisions of this act will take effect on July 1, 2025.
