This bill establishes a two-year pilot program administered by the Department of Health to evaluate the financial impacts of a universal basic income on pregnant individuals. The program, set to run from July 1, 2025, to June 30, 2027, will provide participants, who must be pregnant and have an income at or below 150% of the federal poverty level, with a monthly income of $1,500. Participants will also receive home visitation services, complete surveys, and attend prenatal care appointments. Those who fail to comply with these requirements will be moved to a control group that does not receive the income support.
Additionally, the bill appropriates $80 million from the general fund for the Department of Health to conduct this pilot program during fiscal years 2026 and 2027. The department is required to report the findings of the program to the legislative education study committee by December 1, 2027. Any unspent funds at the end of the program will revert back to the general fund.
