This bill establishes a two-year pilot program administered by the Department of Health to evaluate the impacts of a universal basic income on pregnant individuals. The program will provide a monthly income of $1,500 to eligible participants, who must be pregnant and have an income at or below 150% of the federal poverty level. Participants will be required to engage in home visitations, complete surveys, and attend prenatal care appointments. The program is set to run from July 1, 2025, to June 30, 2027, with a control group that will not be subject to the same limitations as the test group. If participants fail to comply with certain requirements, they will be moved to the control group.
Additionally, the bill appropriates $80 million from the general fund to the Department of Health for the implementation of this pilot program during fiscal years 2026 and 2027. The Department is also tasked with reporting the findings of the program to the legislative education study committee by December 1, 2027.
