The bill establishes a two-year pilot program administered by the Department of Health to evaluate the financial impacts of a universal basic income on pregnant individuals. The program will run from July 1, 2025, to June 30, 2027, and will involve a control group and a test group of participants who are pregnant and have an income at or below 150% of the federal poverty level. Participants in the test group will receive a monthly universal basic income of $1,500, undergo home visitations, complete surveys, and attend prenatal care appointments. Failure to comply with these requirements will result in participants being moved to the control group.

Additionally, the bill appropriates $80 million from the general fund for the Department of Health to conduct the pilot program during fiscal years 2026 and 2027. The department is required to report the findings of the program to the legislative education study committee by December 1, 2027. Any unspent funds at the end of fiscal year 2027 will revert back to the general fund.
